Half Plate is fairly light, it's 40 lbs, less than Scalemail, or any Heavy except Ringmail (which is also 40 lbs). Breastplate and Chain Shirt weight is low, at 20 lbs.

All 3 give the same AC as their normal versions, but the hide becomes a light armor, armor check penalties are reduced by 2, max dex increases by 2, and arcane spell failure is reduced in areas of darkness by 15%.

I do like your higher end numbers, but I think your lower end numbers are too low. I'd also suggest putting them in their own table for easier comprehension.

Heavy armor is already vastly superior to Light and Medium armor because of the higher AC maximum, not being reliant on Dexterity, and keying off the stronger attribute, game-wise, of Strength.
